The Philippines Department of Energy (DOE) has now issued guidelines on the biofuel blend implementation in the country. As per the biofuel mandate of the South Asian country, the new norms mandate all the diesel fuel distributors to ensure mandatory three percent biofuel blending compliance in 2024.
The country has also laid down time-bound blending parameters. “All diesel fuel distributed and sold by each and every oil company in the country shall contain biodiesel blend at three percent (3%) effective July 01, 2024, four percent (4%) effective July 01, 2025, and five percent (5%) effective July 01, 2026,” the norms said.
The country meanwhile has also planned to ensure voluntary implementation of 20 percent blending of petrol with bioethanol. “The downstream oil sector may offer consumers of a gasoline fuel containing twenty percent (20%) bioethanol blend on a voluntary basis,” the order from the Phillipines’s DOE said.
The government order said that the downstream oil industry would need to strictly comply with the applicable DOE Department Circulars implementing the respective Philippine National Standards for both gasoline and diesel with biofuel blend.
The Philippines government meanwhile has also issued other instructions to the oil sellers. “An oil company offering consumers with gasoline containing the twenty percent (20%) bioethanol blend shall comply further with the separate submission to the DOE-Oil Industry Management Bureau (OIMB) of the following notifications and reports exclusively containing information on the twenty percent (20%) bioethanol blend implementation,” the order said.
